I'd bet your thirteen year old has noticed it. She may too embarrassed to mention it. That's how I was. Perhaps a gentle way to ask if she would like to treat it would work. I'd wait on the 9 year old until she gets all self-concious and hormonal. Of course, that happens sooner and sooner these days..
