What causes Rubra Faceii?

Dryness, built-up keratin and skin cells plugging hair follicles like kp, or the veins/capillaries in the face, like exzcema?

(I read somewhere that this is what gave Bill Clinton his red face, which makes sense symbolically on account of his involvement with the communist Chinese, but that's another topic.)
