It looks like moderate/severe keratosis pilaris to me.

That probably is mild KP on your thigh...it's not bad though. You arm looks a lot like mine. I honestly don't know if it's "severe" b/c I don't have anything to compare to besides myself....and I don't know if mine is considered severe or not
