From your experience and knowledge is skin that is overall moisturized easier to exfoliate (with body scrub and bath towel) than overall dry skin. You would think dry skin, cause you associate dry with flaky....but i'm hoping the the opposite....

Probably moisturized skin exfoliates better.

If I use the definition of exfoliate as "removing dead skin"

My thoughts are that when you have dry skin, you usually need to exfoliate more so as to remove all of the dead skin. But moisturized skin doesn't have as much dead skin and so exfoliates easier.

I agree with Laura I. If your skin is healthier, i.e. moiturized, it won't need as much exfoliation.
