Medichest.com sells 4oz jars of Salicylic Acid, for which no prescription is required. I received mine today. It says "For manufacturing and processing" on the bottle, which is how they can sell it, as it is not being sold for use on people (it's the same stuff though). Saves a trip to the doctor and pharmacy if you can't be bothered or don't have insurance. You need 0.09oz (by weight, NOT volume) salicylic acid to get a 3% solution in a 3oz tube of Carmol20. This is 2.55 grams, which is impossible to measure unless you have access to an expenive chemistry lab or are friends with a drug dealer. You can, however, measure volume at home. (For those of you following along, the density of SA is 1.4 g/cc.) So..... in volume terms, you need .37 of a teaspoon- which is a 1/4 teaspoon plus an 1/8 teaspoon. Be aware that teaspoons typically aren't very accurate, but even so, you'd have to be really sloppy to get the finished solution more than half a percent off. Remember to mix very thoroughly as well.
