That is an excellent question and, unfortunately, I do not have the answer. Perhaps Lac-Hydrin will eventually be available without a prescription. I know that a few years ago, you had to have a prescription to get ANY product that had 12% Lactic Acid. At that time my medical insurance would cover my RX for Lac Hydrin. When Am-Lactin came out, my insurance company stopped covering Lac Hydrin because they said I could buy a product over the counter that contained the same active ingredient. That ended my long-term use of Lac Hydrin cream. Perhaps it will be available without a prescription eventually. Not sure.
